The Forum for Democratic Change (FDC) and the wider Ugandan political community are mourning the passing of James Musinguzi Garuga, a respected politician, entrepreneur, and one of the founding figures in Uganda’s democratic reform movement. Garuga passed away this morning at Nakasero Hospital, where he had been receiving medical care.
Garuga, who served as Member of Parliament for Kinkizi West aspirant (2006–2011), is remembered as a bold and principled leader who dedicated his life to public service, economic development, and the advancement of democracy in Uganda.
Before his tenure in Parliament, Garuga was deeply involved in the Reform Agenda, a political movement that laid the groundwork for the formation of the FDC, Uganda’s main opposition party. He served as the Secretary for Economic Affairs in the Reform Agenda, where his strategic insight and unwavering commitment helped shape the party’s early vision and structure.
“Dr. Garuga was not only a distinguished entrepreneur and community leader, but also a committed political actor whose contribution to Uganda’s democratic struggle was both foundational and courageous,” read a statement from FDC. “At a time when few dared to support the opposition, Garuga stood firm—offering both moral and financial support.”
FDC praised his legacy of integrity, generosity, and dedication, noting that the country has lost “a man of rare courage, wisdom, and generosity.”
Born and raised in Kanungu District, Garuga was also a well-known businessman and philanthropist. His leadership extended beyond politics into community development, where he supported education initiatives, healthcare, and youth empowerment in southwestern Uganda.
As tributes pour in from across the country, political leaders, civil society members, and citizens have hailed Garuga’s legacy as a torchbearer for democracy and a champion of inclusive development.
The FDC extended heartfelt condolences to his family, friends, and the people of Kinkizi West, urging Ugandans to honor his memory by continuing the struggle for justice, equality, and good governance.
