The African Correctional Services Association (ACSA) kicked off its 7th Biennial Conference on May 12, 2025, in Rabat, Morocco, uniting Heads of Corrections and representatives from 36 African nations.
The conference, running until May 16, is themed “Advancing Technology in the Management of Prison Systems in Africa: A Critical Objective” and aims to foster collaboration on modernizing correctional systems across the continent.
Morocco’s Minister of Economy and Finance, Hon. Nadia Fettah Alaoui, officially opened the event on behalf of the Head of Government. She commended Senegal for hosting the 6th Biennial Conference in 2023 and reaffirmed Morocco’s support for ACSA’s initiatives.
Highlighting the need for digital transformation and e-governance, Hon. Alaoui noted their potential to enhance prison security, reduce overcrowding, and combat transnational crime. “This conference is a vital platform for sharing best practices,” she said.
Leading Uganda’s delegation is Dr. George Muge, Assistant Commissioner General of Prisons (Director Cooperation and Corporate Affairs), accompanied by Mr. Akankunda Apollo, Commissioner of Prisons (National, Regional, and International Cooperation); Mr. Elubu Francis Xevior, Assistant Commissioner of Prisons (RPC – Kampala Extra Region); Ms. Juliet Semwogerere, Assistant Commissioner of Prisons (Quality Master General); Dr. Onesmus Bitaliwo, Senior Superintendent of Prisons (Human Resource Planning and Development); Dr. Aida Ajambo, Prisons Health Services; and Mr. Ojiambo A. Paul, Principal Officer I (Incharge Protocol).
