Renowned politician and former presidential candidate, Dr. Abed Bwanika, has clarified that all government expenditures, including the alleged service award given to Parliament commissioners, are subject to parliamentary approval.
The Kimanya-Kabonera lawmaker made these comments while appearing on NBS Eagle talkshow on Sunday when he expressed surprise at recent claims by some Members of Parliament (MPs) that the government spent money without their approval.
He emphasized that Uganda’s parliamentary system ensures that all expenditures are scrutinized and approved by the legislative body.
The controversy surrounds a reported service award given to Parliament commissioners, which some MPs claim was not approved by Parliament. However, Dr. Bwanika’s statement suggests that the allocation was indeed approved through the proper channels.
“This is a clear indication of lack of understanding of the parliamentary procedures by some MPs,” Dr. Bwanika said. “All government expenditures, including the alleged service award, are approved by Parliament.”
Dr. Bwanika’s clarification comes amid calls for censure motion, transparency and accountability in government spending. While some MPs continue to raise concerns about the alleged unauthorized expenditure, Dr. Bwanika’s statement highlights the importance of understanding the parliamentary process.
