Kagame Changes Army Commanders 3 Times In Less Than 2 Years As Ties With Neighbours Worsens

Rwandan President Paul Kagame has made changes in the top military command, elevating Maj Gen Mubarak Muganga to the rank of Lieutenant General and appointing him Chief of Staff Rwanda Defence Force.

Muganga, who was recently named new APR FC chairman, has been serving as RDF Division Commander for Eastern Province and Kigali City – both key command responsibilities.

Muganga, a close associate of Kagame, replaces Lt Gen Jean Jacques Mupenzi who has been appointed Chief of Staff Airforce.

Born in 1968, Mupenzi’s military career spans about 30 years.

Mupenzi has commanded Battalion, Brigade and Division both during peace time and war time.

He has been the Commandant of the Rwanda Defence Force Senior Command and Staff College and the Commander Mechanized Division.

According to the military reshuffle announced on Friday night, Maj Gen Emmanuel Bayingana was appointed as Permanent Secretary Defence Ministry.

He replaces Lt Col Innocent Gashugi who took over from Amb Col Joseph Rutabana in 2015. Rutabana is the current Rwandan Ambassador to Uganda.

Bayingana was appointed Air Force Chief of Staff on 2 September 2019.
