LOP Joel Ssenyonyi Bisekezi has admitted to dishonesty and waste of public funds when he requested for 5 days per diem to visit Hon. Ssegirinya Muhammad at his hospital bed in Nairobi, but instead LoP spent one day, and tendered in false accounting to the accountability Office at parliament.
Mr. Bisekezi has succumbed to pressure after social media displayed receipts implicating him of false accounting, forcing him to convene a press conference this Thursday 21 March, 2024 and announced that he has refunded the monies that he had falsely accounted for.
Legal brains have tasked LOP Bisekezi to draw a distinction between a refund and an apology, stressing that false accounting tantamount to abuse of office hence the refund should be followed by an apology moreover this refund has only been in response to public inquest.
Finance doesn’t work backwards, and per diem is paid as per requisition, it’s therefore important to clarify whether there was a requisition, and who made the requisition.
On 2nd /Feb 2024 LOP and COW went to Kenya to check on Hon Ssegirinya, and again on 5th March, him and a team of MPs went back to check on the same person. All those travels were paid by parliament
